Job Description

Assistant Treasurers oversee day-to-day treasury operations, such as processing payments, managing bank accounts, and reconciling cash accounts. They may also be responsible for implementing and maintaining treasury management systems.

Duties and Responsibilities

  • Financial Reporting: Assistant Treasurers assist in preparing financial reports, statements, and forecasts. They may compile financial data, analyze trends, and present findings to senior management.

  • Cash Management: They help manage the organization's cash flow by monitoring balances, forecasting cash needs, and overseeing banking activities such as deposits, withdrawals, and transfers.

  • Budgeting and Forecasting: Assistant Treasurers contribute to the budgeting process by collecting data, preparing budget proposals, and providing analysis to support decision-making. They may also assist in forecasting financial performance and identifying variances.

  • Investment Management: They may assist in managing the organization's investment portfolio, including researching investment opportunities, monitoring performance, and executing trades in accordance with investment policies.

  • Debt Management: Assistant Treasurers may be involved in managing the organization's debt obligations, including issuing bonds or other debt instruments, monitoring debt levels, and ensuring compliance with debt covenants.

  • Risk Management: They help identify, assess, and mitigate financial risks facing the organization, such as currency risk, interest rate risk, and credit risk. This may involve developing risk management strategies and implementing controls to minimize exposure.

  • Treasury Operations: Assistant Treasurers oversee day-to-day treasury operations, such as processing payments, managing bank accounts, and reconciling cash accounts. They may also be responsible for implementing and maintaining treasury management systems.

  • Compliance: They ensure compliance with relevant financial regulations, accounting standards, and internal policies. This may involve staying informed about regulatory changes, conducting audits, and implementing controls to mitigate compliance risks.

  • Financial Planning and Analysis: Assistant Treasurers contribute to financial planning and analysis activities, including evaluating capital investment proposals, assessing financial performance, and identifying opportunities for cost savings or revenue enhancement.

Qualifications and Experience

  • Education: A bachelor's degree in finance, accounting, economics, or a related field is typically required for Assistant Treasurer positions. Some employers may prefer candidates with a master's degree or professional certification, such as Certified Treasury Professional (CTP) or Chartered Financial Analyst (CFA).

  • Experience: Several years of relevant experience in finance or treasury roles are usually required, with progressively increasing levels of responsibility. Experience in cash management, financial analysis, and treasury operations is highly valued.

  • Financial Skills: Assistant Treasurers should have a strong understanding of financial principles, including financial analysis, budgeting, cash flow management, and risk management. Proficiency in financial modeling and analysis software is often required.

  • Analytical Skills: They should be skilled in analyzing financial data, identifying trends, and drawing meaningful insights to support decision-making. Strong quantitative and problem-solving skills are essential.

  • Communication Skills: Assistant Treasurers should have excellent communication skills, both verbal and written, to effectively communicate financial information to stakeholders and collaborate with other departments within the organization.

  • Attention to Detail: Given the importance of accuracy in financial reporting and analysis, Assistant Treasurers must have a keen attention to detail and a commitment to maintaining high standards of quality and precision.

  • Technology Proficiency: Proficiency in financial software and technology tools is essential for Assistant Treasurers to perform their duties effectively. This may include treasury management systems, enterprise resource planning (ERP) software, and Microsoft Excel.

  • Ethical Standards: Assistant Treasurers should adhere to high ethical standards and demonstrate integrity and professionalism in their work. They should also be familiar with ethical guidelines and best practices in finance and treasury management.

  • Teamwork: They should be able to work effectively as part of a team, collaborating with colleagues across different departments and levels of the organization to achieve common goals and objectives.

  • Adaptability: Given the dynamic nature of financial markets and business environments, Assistant Treasurers should be adaptable and able to respond effectively to changes, challenges, and opportunities as they arise.

How to Apply

Applications are invited from suitably qualified Ugandans to fill the following posts which exist in Apac District Local Government and Apac Municipal Council. Applications should be submitted in triplicates filled in own hand writing on Public Service Commission Form 3 (Revised 2008) to the Secretary, District Service Commission, P.O. Box 1, Apac to be received not later than 15 May 2024. Serving Officers should route their applications through their Heads of Departments or responsible officers for endorsement who should be informed of the closing date to avoid delay.
