The AIDS Support Organization (TASO) is an indigenous HIV and AIDS service initiative, registered in Uganda as a Non-Governmental Organisation (NGO). It is a pioneer non-public actor in the HIV and AIDS response in Uganda and sub Saharan Africa. TASO is a membership organisation with over 4,000 subscriber members.
Since inception in 1987, TASO grew into a household name in the HIV and AIDS response in the country. It is now one of the largest institutions providing the most comprehensive HIV prevention, care and support services.
Job Description
The Grants and Compliance Specialist shall be responsible for grants management and integrating its work with the other departments of the project. S/he will monitor the grants management operations to ensure overall high quality of grants administration across programs; oversee all aspects of grant administration, risk management, reporting, budgeting tracking and financial and resource mobilization for both the PR, SRS, SSRs, CBOs, CSOs and Districts. He/She will be responsible for providing program and support teams with general grants management support and advise on donor compliance and PR policy & regulations to ensure grants are implemented on-track, ontime, and on-budget while adhering to funding and reporting requirements from grant inception to close. S/he will assist in the budget development process and perform budget analysis duties as assigned by the Finance Manager. He/she will ensure project compliance to all Donor and TASO polices and guidelines on all project transactions.
Duties and Responsibilities
Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and PR procedures to support on-track, ontime, and on-budget implementation.
Coordinate regular grant monitoring, using appropriate grant management facilitation and support of regular and timely Grant Review
Ensure compliance with approved programme project budgets and spending policies, and initiate improved policies and systems regarding spending guidelines, cost allocation, and annual planning.
Oversee a comprehensive information management and filing system, ensuring donor contractual documents, reports, and key correspondences are consistently and frequently filed.
Maintain a broad and deep understanding of relevant donor policies, regulations and procedures.
Support program and finance staff in grant revisions, modifications, no-cost extensions, or budget realignments.
Provide support to the Finance Manager and Technical Leads in liaison or representation to donors, and tracking key donor correspondence.
Ensure effective channels of internal and external communications relating to grants are established and respected, confirming senior management and technical leads understand donor communication protocols and provide copies of correspondence for files.
Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions.
Liaise with the Project Managers about specific compliance issues, clearly communicating issues to relevant colleagues.
Participate in long-range strategic planning and strategy implementation and communication for the TASO-Grants Management Unit project.
Oversee grants management and compliance staff, to ensure quality and timeliness of all aspects of grants processing and management.
Develop and maintain up to date SR, SSRs, CSO/CBO and Consortium Sub-grant agreements and ensure that all the terms and conditions of the agreements are followed.
Oversee the preparation and timely submission of grant applications, application amendments, and budget transfers.
Direct all components of grants processing, including structure of grants, regulatory compliance, and sharing of grants information with project teams in, finance, communication and technology units.
Receive all SRS & SSRs reports, log them as having been received, and distribute them to the technical teams for review.
Help to identify grantee with capabilities for additional and new projects.
Any other duties and responsibilities as assigned by the supervisor.
Qualifications and Experience
A Master's degree in Business Administration, Qualitative Economics, Grants Management,
Accounting and Finance or a related discipline,
At least 7 years relevant work experience with at least 5 years Leadership/Management experience.

Experience and Key Skills
At least 5-7 years' professional experience in grant management or international development.
Knowledge of grant processes including accounting and financial reporting.
Proficient in the use of financial management software to include spreadsheets and databases, required.
Ability to interpret complex grant funding requirements, submissions, and budget projections.
Ability to interpret federal, state, and local government laws and regulations regarding grant administration.
Ability to review the work of others to ensure conformance to standards.
Ability to communicate effectively across a broad spectrum of staff, both orally and in writing required.
Excellent report writing and proposal writing skills.
