Baylor College of Medicine Children’s Foundation-Uganda (Baylor – Uganda) is a child health, not – for – profit NGO committed to delivering high quality, high impact and highly ethical paediatrics and family HIV&AIDS prevention, care and treatment services, health professional training and clinical research in Uganda. It is affiliated to Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) based at Texas Children’s Hospital in Houston, Texas, USA. It emerged from a technical capacity building support and partnership between BIPAI, Mulago Hospital Paediatric Infectious Diseases clinic (PIDC) and Makerere University Department of Paediatrics and Child health in August 2003. PIDC existed since 1988 as a Mulago hospital clinic offering Paediatric HIV&AIDS services. In November 2004, PIDC was officially initiated into the BIPAI network at their annual networking meeting in Gaborone, Botswana. In 2005, BIPAI signed memoranda of understanding with Ministry of Health, Mulago Hospital and Makerere University Department of Paediatrics and child health to support the expansion of paediatric and adolescent HIV services in Uganda. It was then that Baylor College of Medicine Children’s Foundation – Uganda (Baylor – Uganda) was formed and registered as a Non-Government Organization.
Job Description
The Finance Associate will ensure effective budgeting processes, budget monitoring and smooth running of the Accounts receivables function as well as reporting in line with Baylor foundation Uganda policy and specific donor requirements. He/She will be responsible for day-to-day operationalization of project financial transactions and procedures including supporting the preparing and analyzing financial reports to provide insights and recommendations the project leadership team.
Duties and Responsibilities
Verifies the accuracy of requests, accountabilities, other support documentations, approvals and support for mobile money payments processing.
Carry out monthly closing process and reconciliation of Mobile money wallets/accounts, timely replenishments, payables, receivables and bank account reconciliations.
Monitor and update the Budget monitoring module with respective budget holders and proactive prevention of further variances by providing advice of best course of action.
Review and reconcile on a bi-monthly basis a transaction listing of project expenses per donor with each budget holder and ensure correct cost allocations.
Prepare accurate and complete donor periodic financial reports based on donor funding reporting requirements.
Prepare a consolidated forex fluctuation analysis for all foreign denominated projects for Management’ review and decision making.
Timely invoicing for all due income especially for cost-reimbursable.
Review incoming project requisitions and supporting documents to ensure compliance with all donor requirements and proper cost allocation as per approved budgets.
Other duties as may be required of a Finance Associate – such as review of LPOs and Payment vouchers, Posting of PVs and JVs and other support that may be required from time to time.
Qualifications and Experience
A Bachelor’s Degree in Commerce, Accounting or Finance
Minimum of Level 2 qualification to ACCA or CPA (U)
3 years’ working experience in the Finance department of a reputable Non-Governmental Organization.
