About the Organization:

The National Lotteries and Gaming Regulatory Board Uganda (NLGRB) is a body corporate established under the Lotteries and Gaming Act No. 7 of 2016 which came into effect on 8th April 2016.
The Act is supported by a set of 5 Regulations which came into effect on 27th May 2016. The law mandates the Board to licence and regulate the operations of lotteries, casinos and betting houses (Industry).
Gaming operations have been in existence in Uganda for over 50 years with lottery being the main gaming activity carried out in the 1960’s when the first gaming laws were drafted.
The gaming industry was regulated by the National Lotteries Board (NLB) and guided by the National Lotteries Act of 1967, the Gaming and Pool Betting (Control and Taxation) Act of 1968, and an addendum of statutory guidelines introduced in 2012/13. However, due to the expansion of the gaming industry, with new games being introduced over time, and in light of technological advancements, many facets of the law relating to lottery and gaming became outdated.

Duties and Responsibilities

Financial Reporting:

  • Prepare and review financial statements, ensuring accuracy and compliance with accounting standards and regulations.

  • Generate periodic financial reports for management, stakeholders, and regulatory bodies.


General Ledger Management:

  • Oversee the maintenance of the general ledger, including journal entries, reconciliations, and closing activities.

  • Ensure all transactions are accurately recorded and categorized.


Budgeting and Forecasting:

  • Assist in the development of budgets and financial forecasts.

  • Monitor and report on budget variances, providing insights and recommendations for adjustments.


Audit Coordination:

  • Coordinate internal and external audit activities, including preparing necessary documentation and responding to auditor inquiries.

  • Implement audit recommendations to improve financial processes and controls.


Compliance and Regulation:

  • Ensure compliance with relevant financial regulations, accounting standards (e.g., GAAP, IFRS), and internal policies.

  • Stay updated on changes in financial regulations and standards, advising management on necessary adjustments.


Tax Planning and Compliance:

  • Oversee tax planning and compliance activities, including the preparation and filing of tax returns.

  • Ensure timely and accurate tax payments and reporting.


Account Reconciliation:

  • Perform and review reconciliations of key accounts, ensuring discrepancies are identified and resolved promptly.

  • Maintain accurate and organized records of all reconciliations.


Financial Analysis:

  • Conduct financial analysis to support business decisions, including cost-benefit analysis, trend analysis, and financial performance evaluation.

  • Provide insights and recommendations based on analysis to improve financial performance.


Process Improvement:

  • Identify opportunities for improving financial processes and controls.

  • Implement best practices and automation to enhance efficiency and accuracy in financial reporting and operations.


Mentoring and Training:

  • Mentor and train junior accounting staff, providing guidance on complex accounting issues and professional development.

  • Foster a collaborative and supportive work environment within the accounting team.

CPA Uganda April Intake 2024

Qualifications and Experience

  • Bachelor’s degree in accounting, finance, or a related field.

  • Advanced degrees (e.g., Master’s in Accounting or Finance) or certifications (e.g., Certified Public Accountant (CPA), Certified Management Accountant (CMA)) are highly preferred.


Experience:

  • Proven experience as an accountant, with several years in a senior or supervisory role.

  • Experience in financial reporting, budgeting, tax compliance, and audit coordination.


Skills:

  • Strong understanding of accounting principles, standards, and regulations.

  • Excellent analytical and problem-solving skills.

  • Proficiency in accounting software (e.g., QuickBooks, SAP, Oracle) and advanced Excel skills.

  • Strong attention to detail and accuracy in financial reporting.


Personal Attributes:

  • High ethical standards and integrity.

  • Strong organizational and time management skills.

  • Ability to work independently and as part of a team.

  • Effective communication skills, both written and verbal.


Technical Skills:

  • Proficiency in financial analysis and reporting tools.

  • Familiarity with enterprise resource planning (ERP) systems.

  • Strong IT skills, including proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).


Optional Skills

Industry Knowledge:

  • Knowledge of the specific industry in which the organization operates, including relevant financial regulations and standards.

  • Familiarity with industry-specific accounting challenges and best practices.


Project Management:

  • Ability to manage multiple projects simultaneously and coordinate with various departments.

  • Understanding of project management methodologies and tools.


Continuous Learning:

  • Commitment to continuous professional development and staying current with changes in the accounting field.

  • Participation in relevant professional organizations and obtaining additional certifications.


Interpersonal Skills:

  • Strong interpersonal skills to interact effectively with colleagues, management, and external stakeholders.

  • Ability to build and maintain relationships with auditors, regulatory authorities, and other external parties.
