Local Government Finance Commission, established under Article 194 of the Constitution of the Republic of Uganda and mandated to advise the President on all matters concerning the distribution of revenue between the Government and local governments and the allocation to each local government of monies out of the Consolidated Fund among others.

Job Description

Applications are hereby invited from suitably qualified Ugandans to fill the following vacant position on the new LGFC structure.

Duties and Responsibilities

Financial Analysis and Reporting

  • Financial Reporting: Prepare detailed financial reports, including income statements, balance sheets, and cash flow statements.

  • Variance Analysis: Conduct variance analysis to compare actual results with budgets and forecasts, identifying trends and explaining discrepancies.

  • Performance Metrics: Develop and track key performance indicators (KPIs) to measure the organization's financial health and operational efficiency.


Budgeting and Forecasting

  • Annual Budget: Assist in the preparation of the annual budget, working with various departments to gather input and consolidate financial data.

  • Forecasting: Create and update financial forecasts, including revenue, expenses, and capital expenditures, to predict future financial performance.

  • Scenario Analysis: Perform scenario analysis to evaluate the impact of different business strategies and market conditions on financial outcomes.


Strategic Planning

  • Strategic Support: Provide financial analysis and support for strategic initiatives, such as mergers and acquisitions, capital projects, and new business opportunities.

  • Business Cases: Develop detailed business cases for proposed projects, including financial projections, risk assessments, and ROI analysis.

  • Market Analysis: Conduct market analysis to understand industry trends, competitive dynamics, and economic conditions affecting the business.


Data Management and Analysis

  • Data Collection: Gather financial and operational data from various sources, ensuring accuracy and completeness.

  • Data Analysis: Use advanced analytical techniques to interpret financial data and provide insights that inform decision-making.

  • Financial Models: Build and maintain complex financial models to support various business analyses and forecasting needs.


Cross-Functional Collaboration

  • Departmental Collaboration: Work closely with different departments to understand their financial needs and provide relevant analysis and reporting.

  • Executive Reporting: Prepare reports and presentations for senior management and the board of directors, highlighting key financial insights and recommendations.

  • Project Support: Provide financial support for cross-functional projects, ensuring financial considerations are integrated into decision-making processes.


Process Improvement

  • Process Optimization: Identify opportunities to improve financial processes, enhance data accuracy, and increase efficiency.

  • Technology Utilization: Leverage financial software and tools to streamline reporting and analysis processes.

  • Best Practices: Implement best practices in financial planning and analysis to enhance the overall effectiveness of the finance function.

CPA Uganda April Intake 2024

Qualifications and Experience

Education and Experience

  • Educational Background: A bachelor's degree in finance, accounting, economics, business administration, or a related field is typically required. A master's degree (e.g., MBA) or relevant professional certification (e.g., CFA, CPA) is preferred.

  • Experience: Significant experience (typically 5-7 years) in financial analysis, planning, and reporting. Previous experience in a senior or advanced analyst role is essential.


Skills and Competencies

  • Analytical Skills: Strong analytical skills to interpret complex financial data and provide actionable insights.

  • Financial Acumen: Deep understanding of financial principles, accounting standards, and financial modeling.

  • Advanced Excel: Proficiency in Microsoft Excel, including advanced functions, pivot tables, and financial modeling.

  • Financial Software: Familiarity with financial planning and analysis software (e.g., Hyperion, SAP, Oracle, Tableau) and ERP systems.

  • Attention to Detail: High attention to detail and accuracy in financial analysis and reporting.

  • Communication Skills: Excellent verbal and written communication skills, with the ability to present financial information clearly and persuasively.

  • Problem-Solving: Strong problem-solving skills to address financial challenges and identify opportunities for improvement.

  • Project Management: Ability to manage multiple projects simultaneously, ensuring timely and successful completion.
