Senior Treasurers hold a critical position within an organization, overseeing its financial management and ensuring fiscal responsibility. Here are the typical duties and requirements for Senior Treasurers:

Duties and Responsibilities

  • Financial Management: Senior Treasurers are responsible for managing the organization's financial resources, including cash flow, investments, and risk management. They develop and implement financial strategies to optimize liquidity, maximize returns on investments, and minimize financial risk.

  • Cash Management: They oversee cash flow forecasting, monitor bank balances, and manage cash reserves to ensure that the organization has sufficient funds to meet its financial obligations and operational needs.

  • Investment Management: Senior Treasurers manage the organization's investment portfolio, making decisions about asset allocation, investment strategies, and risk management. They may invest excess cash in securities, money market instruments, or other financial instruments to generate returns while preserving capital.

  • Debt Management: They oversee the organization's debt obligations, including issuing bonds or other debt instruments, managing loan agreements, and refinancing debt when necessary. They ensure compliance with debt covenants and optimize the organization's debt structure to minimize interest costs.

  • Financial Reporting: Senior Treasurers prepare financial reports and statements related to treasury activities, including cash flow statements, investment portfolios, debt schedules, and liquidity reports. They provide accurate and timely financial information to senior management, the board of directors, and external stakeholders.

  • Risk Management: They identify, assess, and mitigate financial risks facing the organization, such as currency risk, interest rate risk, credit risk, and liquidity risk. They develop risk management strategies and implement controls to minimize exposure to financial risks.

  • Treasury Operations: Senior Treasurers oversee day-to-day treasury operations, including cash management, investment transactions, banking relationships, and financial transactions. They ensure that treasury processes and procedures are efficient, effective, and compliant with internal policies and external regulations.

  • Compliance: They ensure compliance with relevant financial regulations, accounting standards, and internal controls. They stay abreast of regulatory changes and ensure that treasury operations adhere to legal and regulatory requirements.

  • Strategic Planning: Senior Treasurers contribute to strategic planning and decision-making by providing financial analysis, insights, and recommendations to senior management and the board of directors.   • Leadership and Team Management: They lead and manage the treasury team, providing direction, guidance, and support to ensure that treasury activities are performed effectively and efficiently. Qualifications and Experience

  • Education: A bachelor's degree in finance, accounting, economics, or a related field is typically required for Senior Treasurer positions. Some employers may prefer candidates with a master's degree or professional certification, such as Certified Treasury Professional (CTP) or Chartered Financial Analyst (CFA).

  • Experience: Several years of experience in treasury management or finance roles are usually required, with progressively increasing levels of responsibility. Experience in cash management, investment management, debt management, and risk management is highly valued.

  • Financial Skills: Senior Treasurers should have a strong understanding of financial principles, practices, and instruments, as well as proficiency in using financial modeling and analysis tools. They should be knowledgeable about capital markets, investment strategies, and financial regulations.

  • Analytical Skills: They should possess strong analytical skills to interpret financial data, assess financial risks, and make informed decisions. They should be able to analyze complex financial situations and develop appropriate strategies to address them.

  • Communication Skills: Effective communication skills are essential for Senior Treasurers to convey complex financial information to non-financial stakeholders, including senior management, the board of directors, investors, and external auditors. Applications should be submitted in triplicates filled in own hand writing on Public Service Commission Form 3 (Revised 2008) to the Secretary, District Service Commission, P.O. Box 1, Apac . Serving Officers should route their applications through their Heads of Departments or responsible officers for endorsement who should be informed of the closing date to avoid delay.
