NIRA Brings National ID Update Services Closer: Change of Particulars at District Offices"

As Uganda prepares for mass enrollment and renewal of National Identity Cards, the National Identification and Registration Authority (NIRA) has clarified that all changes of particulars on national ID cards will only be processed at district offices, not at the parish level.


“Change of particulars shall only happen at the district offices of NIRA. It shall not be conducted at the parish level,” said NIRA Executive Director Rosemary Kisembo during a press briefing on Wednesday. “This is because it has some quite intense legal requirements that may not be easy for a new person who is just dealing with a kit to handle.”

What Are Changes of Particulars?

NIRA has identified nine different categories of changes to national ID details, each with unique documentation and legal requirements. The specific requirements for each category will be provided by district NIRA teams to guide applicants accordingly.


Mass Enrollment and ID Renewal Begin May 27, 2025

The mass registration and renewal of national IDs officially begins on Monday, May 27, 2025, and will run from Monday to Saturday each week. This nationwide exercise is vital as millions of National Identity Cards have already expired, and over 15.8 million IDs are due to expire by June 2025.

The campaign also targets the registration of 17.2 million unregistered Ugandans as part of the effort to update the national registry.


While changes to ID particulars must be done at the district level, mass enrollment and renewal will be conducted at the parish (Muluka) level across the country.

“The parish will be the heart of operations during the mass enrollment and renewal exercise,” said Kisembo. “Registration will occur in a rotational comb-and-clean approach across all 10,594 parishes, with at least 10 registration kits available per parish.”


In some unique cases, a parish may have fewer kits. Local council leaders including LC1 chairpersons, defense secretaries, council members, parish chiefs, PISOs, and GISOs will support the registration process and help in citizen identification.


This national ID enrollment and renewal drive is a crucial step as Uganda gears up for the 2026 General Elections, where a valid national ID will be necessary for voter identification and participation.
